Moza R5 Bundle or R9 custom build (AC & iRacing)

I very recently bought a Thrustmaster T248 and I don't like it at all. It feels like a plastic toy for adults and I'm sending it back to the shop. The pedals don't feel natural at all, their angle of travel is off and the wheel is everything but smooth, especially when travelling straight. I don't mind spending a bit of money and I really don't want to cheap out on something I will be unhappy with as I have no intention on ever replacing it.

I did 10+ hours of research and I know I need a bit of help from the pros (you guys).

It's either the Moza R5 Set for 600$

I heard the pedals are pretty crappy.

Or the Moza R9 Base for 460$ or 390$ used:

and the same wheel as in the R5 Set for 220$ or 150$ used:

That's twice as expensive for a little stronger wheelbase and very decent pedals. I'm a noob with these things so if someone has a better suggestion, I'm all ears. Also I'm not 100% sure these things are actually compatible with each other.
 
For AC and iRacing on Windows PC,
compatibility between wheel base and pedals is not an issue.
There are recently quite good pedals for less than e.g. US$600, e.g.

Depending on what kinds of cars you want to drive, multiple steering wheels beckon:

Most wheel bases can be adapted to accept plain wheels;
the trick IMO is picking a more complex wheel (or wheels)
for e.g. formula and/or GT with wanted features,
then a direct drive base with which it is compatible.
I am a big fan of thumbwheels easily accessible by thumbs.
Rechargeable Bluetooth wheels maximize wheelbase options.
