It sounds like the files are not extracted properly. Be sure you have the files here:

\GameData\Locations\WCP-series\AbuDhabi

Thanks for Melbourne ! But here is Abu Dhabi place and it seems that the file to download at the top of this page is also Melbourne instead of Abu Dhabi! ;-)

Version 1.1 is Melbourne, not Abu Dhabi. It needs to be either removed or replaced with the proper file.

go out of your game and press ok on the error notification
than it will load your game
