There will be no problem with the licence as long as it is in the ACC and on this car model. So if you want to use this livery in your league then you can mate.

Hey having a question again, my league admins want to know if u are fine with me using it on the stream(shown in the stream) bc they dont wantto go the risk of getting a judge and stuff like that so is that finw too?

Relax mate :-D, you can do everything except transfer that livery to the AC. This is only for the ACC. You can ride in any league/race you want, stream etc.
