How i can create my own .srs and .tga icons?

Welp, im working on a conversion of the F1RFT2009 (http://www.racedepartment.com/downloads/f1rft2009-hungaroring.15641/) for AMS, so, How i can create my own Series files, cuz it dont have one?

And how i can apply Reiza shaders, tire grass and gravel, better sounds, etc? Im new in this modding scene and im learning
