Help with Workshop upload tool

I read the tutorial but some bits make no sense to me.
It says close uploader and edit json ?

What I like to do is close the uploader program, and edit the json file manually.

I can create the workshop item but nothing is uploaded.
I think I need to zip package and place in corresponding folder ?
