help: community and mods

Good evening!

I have something VERY long to say... but before making walls of letters and lots of opinion text... I only have 2 questions that will help me a lot to resolve an issue (or at least clarify and avoid a bigger problem)

just 2 questions:

1-Does anyone know the user "OZPATA"? (apparently he is not a user of racedepartment... but he is a user of other "historical" forums).... or: are you in THOSE forums? (you deal with them, mod creation, I mean you are "from the beginning")
(I mean, you're/were in the business of creating mods "WITH THEM" since biblical times)
I had some questions, for THEM, or if not possible, to ask them here to some of you who are in that "historical" mod environment

2-Is it possible to publish a mod... MODIFIED?... that is, someone created it (a long time ago), and today someone re-releases it with modifications, fixes, additions, etc etc... but can't contact the creators-owners of the mod (not just any simple mod, but rather one created by a forum, by a group of people who put their "stamp" on it)

or even more, take several mods (some cars here and there from different creators), take several tracks (from several creators), take textures, files, etc (from several creators)...package it and release it as a mod?
(trying to give credit to everyone, but not being able to contact all of them for their permission to use it)

I would like answers, seriously, because before taking a wrong step, I would prefer advice from people who know about some specific mods... and the environment of the communities and their "copyright"

You can find ozpata at the SRMZ site. (https://srmz.the-fastlane.co.uk/)

As for releasing mods of mods when the original creator cannot be found, that is controversial and ultimately depends on the site where you wish to upload. Some sites are fine with it as long as the original creator is given credit, other sites say "no way" without permission. (Interestingly, most race sim sites have the former attitude, most flight sim and rpg sites the latter.)
