Help AMD RX 560 PHENOM X6 1055T

Recently I changed the pc and I am disappointed with my income.
I'm only getting 10 to 20 fps with 20 cars on the formula ultimate track. Be maximum or average graphics.
You guys would have a configuration suggestion to improve my performance. I'm finding very little for this combination.

PHENOM X6 1055T
8 GIGA RAM

It looks like there is a problem with the new amd drivers with dirctx 9.
This is true?
