I tried a formation rolling start with the AI. After the safety car exits, the Green Green Go happens when you pass the exit of the pits, not the start/finish line. There is a long pit lane for this track format so the pit exit is around behind the pits. I passed a car on the first lap after the Green Green Go and I got a stop go penalty for illegal pass before the start line. Is this normal behaviour for RF2?

Just a question, Will the fuel and tyres be set to 2x on the server during the practice sessions or just the race. Just thinking about calculating the fuel and working out the pit stop strategy.

Yup. I will do my very best to remember to change that setting, and thus there will be 2x in all sessions :)
Regarding strategy - long pitlane, long refueling-time, more than 1 stop is not something I can recommend. However, there is a bit to play around with regards to fuel/boost mapping etc. in terms of when to pit, how much fuel to use and so on.
Remember too high boost (e.g qual boost) will wear the engine.

Hmmm, did you get a penalty when passing after you first passed the S/F line?
In regards to passing after "green green go!" but before the S/F line, that is a setting in the player.json file if I remember correctly. Which can be set up to emulate what rule you want, it's been 3 or 4 years since I changed it on the RD.... OT servers, but I think the choices are: No passing before S/F line. Only pass on the right. Only pass on the left. Pass on both sides allowed.
I am fairly sure we have "pass on both sides allowed" on our servers.
Initially we didn't, to try to avoid divebombs at the back of the field, as when we had 40-ish drivers, the green was thrown before the back of the grid even entered the bus stop at Spa as an example. However, as the game don't really work well in differentiating a normal pass and if drivers ahead screw up, there was a couple of penalties given due to drivers spinning before the S/F line, so we changed it :)

P3 jumped me at the "green green go" leaving me in P3, I passed him again at the next corner and got the penatly for illegal pass before the start finish line. I'm assuming he should have got a penalty as well for passing me. I'll have a look at my offline player.json to see if I can set it to "pass on both sides allowed".

Lap time for me is 1 min 37 sec so I should be doing approx 31 laps during the race. It will be less then 31 as the the leader will be faster. Thats 233 litres. I need to work on getting it under 200 litres, i.e 6.5 litres per lap. I will try the fuel mixture setting first and then maybe the gearing.

Hmmmm.
The start-bit needs a bit of testing. I'm going on a viewing on an apartment this evening, will see if I find time when the night comes! :)

I assume in your fuel-calculations you have added in a 2 minute long pitstop? :)

I done 5 starts this evening without changing any settings and everything seems to have worked fine. Shortly after the safety car pulled off and before the S/F line the "green green go" happened, I passed a few cars on the first lap and got no penalty, so everything seems to be OK. I dont know what happened the other evening but I had RF2 running for a while with different cars so maybe that was the cause of the blip. Sorry for the false alarm
