Cars Gear ratio fractions explanations.

So, I'm trying to add the ability to change gears and final ratio in set up screen for a car that does not have this capability, but I don't understand what those fractions values mean, (like 14/37 or 12/45) and should I put in final.rto and gears.rto files. Can anyone explain it to me please?
 
They're tooth counts on the gears, it's used only as a descriptive label, the real number is what's used by the game (so 12/37 is 3.08 or whatever)

Ah, I see. Any suggestions on how to figure out values to put in the gears file that will keep gears proportionate amongst themselves?
