Yes, you are right.
Actually I don't know what the problem is. Some of my liveries don't show up in DeLivery however I always use the same method to create/make them available.
Sorry about it.
The other option if you copy to the following path:
C:\Program Files (x86)\Steam\steamapps\common\DiRT Rally 2.0\cars
The livery file is already in the fr5 folder so you don't have to go deeper.
