This allows the shifter to be mounted in a multitude of ways.
Please not this shifter has the "mis-shifting" issue that causes 2nd and 4th to sometimes be mixed up. This is why the price is lower. There are various fixes on these forums and you tube so hopefully the new owner can restore it to full working order.
