F1 2017 25% Race Distance Scaling Fix - Fixes the scaling issue on 25% race distances

This provides a fix for the 25% Race Distance in terms of part wear.

The wear on items is now halved compared to before.
Please note that using this mod on higher race distances will cause scaling issues the other way around ( I.e. Parts will take too long to wear out )

If you choose to use this mod, Please be aware that you CANNOT play online, It will kick you for cheating before you are even in the lobby.
