F1 2013 Fuji added - F1

Fuji international speedway added to F1 2013. the track was supposed to be in the game, as can be seen by some leftovers in the language file(see them if you do not belive me), so I decided to add it. It is the same as India, but a bit glitchy. I only copied and pasted india and modified the database file.
