Dry Tyre On Wet Track Fix - Fix AI racing on a wet track with dry tyre

Simple fix to stop AI trying to race on a wet track with dry tyre.

Attempted to test in all situations but maybe cases where something unexpected happens so use at own risk

Only change this fix makes is all dry tyres have reduced grip in light rain/damp track conditions
