Is there any way to contact the original creators? maybe they can give you the permission to continue the mod, if you want to. And i am sure that there are friendly people that like to help out around here, to aid you in that coding!
It's a shame that this mod is abandoned, it shows a lot of potential for what it is, even in its current broken state.

Also, we gotta look at the positives here. since you are driving 'as a passenger' in an NPC car, Police won't stop you, even if you drive by them! XD
