Constant freeze on pedals input

Hi, i've recently got new laptop and after sometime it got quite annoying. On my old laptop it never really happened in any way, and it's only happening with the wheel and pedals itself as its not bothering vJoy device as i use it for the wheel.

Freeze usually "activates" if only i grind axis at 100 and instanly drop.

I did already tried searching and only found about something related to USB and any other source is no help. Edit: It does matter what USB port i use(i have only 2 ports) - if i use port on right side, lags appear frequently, as for left side they still appear, but more bearable.

Edit: Wheel im using is Defender forsage drift gt.
As i said before it's only happens with the new laptop and i tested it, no lag spikes or freezes or any problem appear with the old one.
It can't be a problem with drivers as this wheel doesn't have any or has an integrated one, why would it.
Spec new laptop - AMD Ryzen 5 4600H with Radeon Graphics 3.00 GHz (8 GB) x64 IdeaPad Gaming 3
Spec old laptop - Intel(R) Core(TM) i3-3110M CPU @ 2.40GHz (8 GB) x64 Lenovo
