Cars pitting under safety car on a particular track

I'm having a slight issue. On Monaco (I have sorted out the waypoint issue btw) when the safety car comes out, cars pit under the safety car, but on other tracks such as Bahrain or Red Bull Ring, they don't. So what value in the track file determines whether cars pit under the safety car?

I've got fuel usage on normal and tyre wear off

No idea of the technical side of rFactor but I guess it depends on their current fuel, the fuel usage they have on a lap, the size of their fuel tanks and the amount of laps to the flag/next stop.

Do they have to pit or are they not intended to pit at all?

No I haven't programmed them to pit at that point. The thing that makes this such a serious issue is that everyone pits, all 30 of them, which results in unneccesary incidents and unfair retirements.
