I doubt FIA would permit such an overhaul though just for the sake of one event. They know as much as anyone that other races are run there.

FIA didn't do that, they gave Donington the opportunity, and they accepted. That meant an overhaul. I don't see the Laguna Seca management letting it happen.
Maybe F1 should go back to Indianapolis and run the track the Moto GP run, very different to how it used to be.
