1.5 New set of cams added

I have added a second set of cams for Spa. It will work with multiple layouts. The original track, the 2022 update by guigui0256, and all of the Pyyer layouts.

With Pyyers addition of the WEC, I decided to make a new cam set and incorporate the old cams on the new layout. I also tweaked a couple that had some issues.
