Assetto corsa does not work on my 5700XT!!!

I have tired everything im at the point that i may give up on assetto corsa all together
I have most of popular mods Sol, CSP, and some of those low impact filters.
The game usually plays normal but after a while it runs worse and worse over time.
recently it runs about 70-80 fps but it looks like garbage with ai like 20 cars
here's what ive done:
- turn every setting down to the lowest and it stays at 65
-ive wiped everything Assetto corsa related and restarted from scratch dozens of time
-GPU% is like 75-80 and cpu around the same
-I even had to figure out how to open all the cores on my cpu and still nothing

CPU: AMD Ryzen 7 2700X Eight-Core Processor, 3700 Mhz, 8 Core(s), 16 Logical Processor(s)
GPU: AMD Radeon RX 5700 XT Sapphire Nitro +
Motherboard: ASROCK B450 Pro4
RAM: 16gb
Game storage: 2TB SSD

Im fed up with downloading mods over and over with it just lasting like a few weeks before it craps out

CM didn't fix the fault tolerant heap issue for me even though I have it checked. I had to do it manually. This video shows how:

Both are checked still no difference
Looking at afterburner the gpu runs around 50-70% Usage at like around 2000mhz
and the cpu was 18% at 4050mhz
at around 80-95fps but it still looks janky
