So I have RSRBR 2016 with all car and track packs etc and the plugins it comes with

Plus Rbr 2016 and its plugins

What else should I download?

Normally they update it every year, so I suspect they may have removed RSRBR2016 in preparation for RSRBR2017. It will probably be released very soon if they follow their usual process. You would be best to wait for the latest version anyway.

They still use the 2016 mod for 2017, but with patch 03 to mark a new year.
