AI and Rain FX for Townsville Reworked - New ai fast lane, pit lane, and side lines, plus rain fx

AI has been completely reworked, and I added rain fx with detailed stream effects. May work on older version of track.

Unfortunately, the walls are very sticky on this track, so beware.

Back up your files, as always in case you have a problem or don't like the mod.
