Hi Clren,
I see that you are new on the RaceDepartment forums, welcome!
To be allowed to race in club events hosted on our dedicated servers we require you to either have a licence, which was only obtainable through our old system, or a premium membership, which will be the new system. All currently licenced members can freely drive untill to March 1st, and all new members have to upgrade to premium before being allowed to race. There is no possible way anymore to receive a licence.
For more information, please take a look here: Racing Clubs and Leagues go premium.
If you have any questions, don't hasitate to ask them.
Best Regards,
Ricardo
