This templates include all the default cars textures (without decals,sorry). Soon I will add other cars.

A version of Photoshop that can open 3d files, I don't know if gimp can open them

You can edit the base skin of the car, for the decals I don't know how to add them

GIMP, but I don't think that this program can open .psd files. However there should be a free try of photoshop.
