This config adds wiper animation and wobbly wipers to the car which doesn't come with a pre-baked wiper animation (i.e. with no animations\car_wiper.knanim).
This only works in-game, it won‘t animate the wipers in the showroom. Rift CV1 users are known to have problems with CSP wipers but it seems that there will be a yet to be released CSP version adressing this issue.

If you don't like the wobbly wipers you can either disable it completely by removing the [WIPERS] block completely or tweak it to your liking, just play with the values. I usually load the car into a practice session on the Kunos Drag strip to tweak the wipers.

The downloaded ini file goes into [drive_letter]:\[path_to_steam]\steamapps\common\assettocorsa\extension\config\cars\loaded (make sure the file name is equal to the folder name of the car plus the .ini extension).
Beware:
This is the shared configs location where content manager downloads configs to automatically from the Custom Shaders Patch Github and there is a potential risk that the files might get overwritten by Content Manager at some point or that Content Manager skips downloading any extension configs available in the Github repository because it thinks the one installed is already the newer one.
Example:
Copy acc_dodge_charger_rt_426_hemi.ini to [drive_letter]:\[path_to_steam]\steamapps\common\assettocorsa\extension\config\cars\loaded\acc_dodge_charger_rt_426_hemi.ini
- Mod & config in one folder:
Copy the [mod_name].ini into the mod's extension folder (might not yet exist) and add a reference to it in the existing ext_config.ini. If there's no existing ext_config.ini you can either create one from scratch or just rename [mod_name].ini to ext_config.ini. This circumvents the problem with Content Manager automatically overwriting configs from the CSP Github repo. Please note that when updating the mod using the "Clean installation" option in Content Manager the extension config will be deleted/overwritten as well.
Example:
Copy acc_dodge_charger_rt_426_hemi.ini to [drive_letter]:\[path_to_steam]\steamapps\common\assettocorsa\content\cars\acc_dodge_charger_rt_426_hemi\extension and insert the following line into ext_config.ini:
