Track Lights now Working

Big Update + New skin

- Added a base skin with no brands
- Added an ELMS skin (fictional)
- Updated the GTWC skin
- New high resolution textures
- New realistic kerbs and Outlines
- New AI line (much faster) and side lines
- TreesFX added

This is the full track, not an extension. Please remove the old one !

UI file missing

Thanks to @Quark67, I didn't notice that a file was missing...
Everything should work fine now !
