About Leon sound, you will need original TCR 0.9 for sounds, or you can just open some other (working) .aud file and copy it's content to SLCR.aud.
And about Leon being faster. Yeah, that the issue with original TCR mod. I can upload fix here, but i first need to ask raul for permission to do that.
