Added custom compound .ini file for RARE

This file for RARE force AI to use C3 tires (and not C3NB) at start of the races. This is why RARE, I think, use always the first tires available.
This .ini file is based on a 2023 F1 season using only circuits used by Pyyer.
You can customize it adding your favourite tracks and changing tires compound. Remember: 0 will be always the first available tires compound of the mod.
If you start a race on a new circuit, automatically the .ini file will be writed and you can edit your favourite compound.

If you use RARE, AI start always with compound 0. Changing Default Compound setting into tyres.ini not change this. Always AI start with "softer" tires. In this situation always with Soft No Brackets.
So.
I'm creating a specific .ini file for RARE for 2023 season (for all circuits with Pyyer extension) to use Soft tires as default.
Or I delete No Brackets tires...
