Here with an update,
After research and trials, I've done it. Locked steering wheel works in all game modes, thanks to Commandz for the help on Pkg files editing.
I've included separate files for each team on locked wheel option because the helmet will disappear. Now at least only the team you drive for will be driver-less on track without sacrificing other drivers apart from teammate

Moving steering wheel without hands option only works in Career mode.
Recommend static cockpit cam for better car feel combined with this mod: http://www.racedepartment.com/downloads/static-cockpit-camera-no-look-to-apex-and-more.12072/
