This mod blocks the AI getting promoted into Tier 1, whilst still leaving promotion available for the Human Player.
I have tested it over a number of seasons, plus had feedback that the AI Tier 2 champion never accepts promotion to Tier 1.
The AI Tier 3 champion will still accept promotion to Tier 2.
Works with all workshop mods and in my tests worked with saved games as well.

- Back up your "assembly.csharp.dll" file
- Download the mod and extract
- Copy and paste to "MM_Data/Managed"
- Enjoy!
