A savefile with the Satsuma tuned a bit and turned into the GT spec. You also have the Hayosiko unlocked and about 470k MK. You also have alot of food in the fridge and storage room, and car stuff in the garage including all spray paints. Extract the "MSC savefile.rar" and then paste/move the files from it into your folder where your savefile stuff is located.

Try to reinstall it, if it doesn't work still, then this file may be outdated and not properly working. I haven't played MSC in a long time and have no proper answer as to why this doesn't work for you.
