Fixed pit limiter, added caution background

Fixed the pit limiter screen not illuminating in all circumstances. Kept background green as per real race footage. In game is white.

Added a yellow caution background for each sector to the gear as seen in real race footage. Although I cannot read what the letters say,,"PEY", or "PEV"...not sure. So I put "SEC 1" "SEC 2" "SEC 3" depending on what sector yellow is.

If you find anything not working, please let me know.

Small update, wiper notice, blue oval color update

Added the wiper notice when wipers are activated.
Changed the blue background of the gear to better match the true Ford Blue Oval color. You may not notice.
Cleaned up a couple of values so they read zero at start of session, just like the dash in game.
If anything is missing, let me know.

Added "Fuel +/-" value and Fixed errors. See below

Added a value for "Fuel +/-". Have not seen in game, but have seen live video of the car at recent races. Turns green and red also. I'm not sure of exact value that is used in the real car, but now the dashboard looks closer to real life.
Fixed possible error with wet tire background visible when dry tire is selected.
Fixed Completed laps to reflect dashboard on game, was Current Lap.
Fixed Delta green text to NOT show when 0 laps have been completed.
Brake Bias value is still different from what the game shows to what Sim Hub provides. So it is still not correct. Any advice on the fix is appreciated. It's not linear, so a simple multiplication will not fix.

Please let me know of any errors.
