There should be a set of installation instructions in the rar but to briefly explain it here:

Download the file from here, and open it in winrar, it should contain a text file with a link to the full mod as it’s too large to store here.

Download that file, extract it and then put the pak file in c:\programfiles(x86)\steam\steamapps\common\MotoGPTM20\motogp20\content\paks

Then the mod should be installed
